Because Mn²⁺ is more stable than Mn³⁺ due to extra stable half-filled d⁵ configuration.
(II)
Due to comparable energies of 5f, 6d and 7s orbitals
(III)
Due to the involvement of greater number of electrons from (n-$\displaystyle 1$)d in addition to the ns electrons in the inter-atomic metallic bonding.

$\displaystyle 5\mathrm{SO_3^{2-}} + 2\mathrm{MnO_4^{-}} + 6\mathrm{H^{+}} \longrightarrow 2\mathrm{Mn^{2+}} + 3\mathrm{H_2O} + 5\mathrm{SO_4^{2-}}$
